Kochikame Episode 42 -
Ryotsu, desperate, has a "brilliant" idea. He runs to a nearby pachinko parlor and grabs a giant magnet used for cheating at the machines (a running gag). He climbs to the top of a police watchtower.
"Nakagawa! Bend over!" Ryotsu yells.
Ryotsu’s tiny figure flying over the Tokyo skyline, his angry shouts fading into the sunset. The narrator (with deadpan humor) says: "And so, Kameari's most financially irresponsible officer became the first man to orbit the Kameari Shopping District. Twice."

"The Great Flying Nakagawa" (とんだ大空の逃亡者) Original Air Date (Imagined): November 15, 1998 Episode Synopsis The episode opens on a quiet afternoon at the Kameari Police Box. Nakagawa is polishing his already immaculate motorcycle, while Honda (the former juvenile delinquent turned traffic cop) watches with a mix of admiration and annoyance. Ryotsu is, predictably, asleep at his desk, drooling onto a lottery ticket.
But then he sees a small, familiar yellow cap flutter down from Nakagawa’s pocket: that Nakagawa had been holding for the station’s communal pot.
Before anyone can protest, the suit inflates uncontrollably, ballooning to three times its size. The engine sputters, and Noguchi is launched into a telephone pole. Dazed, he runs away, leaving the still-inflated, now-loose suit bouncing down the street. Nakagawa, ever the helpful straight man, tries to catch the runaway suit. But as he grabs a dangling strap, the engine revs to maximum, and the suit inflates around him like a giant pink marshmallow. Nakagawa’s legs lift off the ground. Nakagawa yells, floating upward.
"With this, traffic jams are a thing of the past!" Noguchi declares.
"Is it safe?" Ryotsu asks, eyes sparkling. "Nakagawa
With a roar, , still screaming obscenities, holding the worthless ticket.
Noguchi proudly announces his invention: It’s a bulky, inflatable vinyl suit with small ducted fans on the arms and legs, powered by a lawnmower engine strapped to the back.

Nakagawa watches, brushing pigeon feathers off his uniform, and says with a small smile: "At least the traffic is clear now."
